I want to begin compiling policy data for a programmer/coder to build a database or app from and looking for the best way to do that

As the title says, I'm a policy professional/student and I have an idea for a repository that will greatly help other professionals in my field. I believe my institutions will give me the opportunity to work with programmers/coders to develop a web app for this material but because the compiling of legislative and jurisprudence data itself is such a heavy lift I want to start that part now. How can I record my findings in a code, language, or format that will be easy for a programmer to work with? Feel free to just provide directions to other resources I am very new to this field.
