Creating a Manual Decoder

I would like to create a manual decoder for the Maritime Tactical Procedures manual. It uses codes that have various applications (Not 100% uniform). For example TA has TA86 - 1 and TA86 - 2. Or EMERG 000-359 (depending on the number input).

Have been trying to manually test and code a small variety of the signals. I have noticed that because of the different applications of the signals, most of it requires to be manually coded. Does anyone have any efficient suggestions where I could create a database and my code could more efficiently interpret / decode the signals? The requirements are for it to be offline, so implementing any AI is out of the question. The issue for this to be hardcoded is that there's almost 300 over variations and signals. I wouldn't mind hardcoding, but would like to see if anyone has any other much more efficient suggestions.
