[Theoretical] I've heard it said that programming is a "means to an end."

Post Body
Still learning Python but I wanted to know about my thought process.
Would that mean that an optimal flow could be...
- Envision goals of what your program should look like and do.
- Identify methods and resources by which your program could efficiently achieve these goals.
- Attempt to implement these methods in code.
- Revise and re-implement the methods as many times as necessary until goals are attained. Ideas that sound good in theory but fail in practice might need to be replaced.
- Revisit your initial plans and look for ways the program could be improved, made more efficient/stable, etc.
- Once your standard for success is attained, the end product is a go. (At least until updates are required, then repeat steps from top)
Any input/suggestions
