What system do Google and OpenAI use to detect if a new account is created to use the trial?

I'm testing APIs and my three-month Google trial is up I spent $18 on OpenAI.
I honestly made a new account,
however, now the APIs are not working. Everything is the same code, only the API key has been changed.
Is it possible for them to check the IP or from which computer the API was previously used, or what are they doing?
Does anyone have any info?
