Parity of permutation

I am taking an online course and in the final assignment I am suppose to implement the game of 15. Game can only be won if the parity of the permutation is even. The set is the numbers from 1 to 15. I don't have a background in math. I can write programs but in order to come up with an algorithm I need to understand this. I tried to watch videos on YouTube, read Wikipedia etc. but the language is too alien to me. For instance on a smaller set , the parity of (2,3,4,1) is odd (I know that from the test sample) but (1,2,3,4) is even. What are the rules behind this? Please don't assume I am a math student :) Thank you.
