confusion regarding the dimension of an m x n matrix space

my textbook says that an m x n matrix space has mn dimensions, which i interpret to mean m*n.
the second image seems to contradict this with a 2x2 matrix space that has dimension 2 instead of dimension 2*2=4. what am i misunderstanding about an m x n matric space having dimension "mn"
