Oracle mid

I’ve seen oracle mid sometimes in high mmr games when watching streamers. Can someone explain how this works? I understand you take the E cool down talent but And you win lane by securing every range creep and denying your own range creeps. However I don’t understand how you have early/mid/late game impact. What items do you build and how do you roam, or do you just try to take the tower quickly or something?
