I like Dark Seer as an off laner. I find his playstyle unique and pulling off a vacuum/wall combo is immensely fun and rewarding. My big problem with him is that I just don't get him. I don't quite understand his strengths as outside of his QR combo, I don't get his strengths as I find that his Shell is kinda meh outside of lane. I also kinda struggle with item build. After tier 2 boots, Mek and Soul ring, I have no clue what items to build. In my few games with him I find myself going for bloodstone after Mek due to already having Soul ring but feel like it's not exactly that great. I also don't quite get his role after laning phase. I find myself split pushing a lot with ion shell and then running away with my E but at the same time i feel like he can turn around a team fight with a vacuum/wall combo. I just find him to be an odd pick as I don't quite get him, yet I find his playstyle to be super fun.
