Why do some people only put 1 point in Lion's Ult and is it worth it? Also, how does he fall off late game?

I'm a noob at this game and sometimes when watching people play, they put 1 point in Lion's FoD and then leave it. I've heard that he falls off late game but im not 100% sure exactly why this is the case since he still has a ton on utility with his 4 second hex and his spike does 2 seconds of combined CC so when people say he falls off, is that damage wise only?. Does FoD really fall off at levels 11 and 16? It seems to me that a 725/850 nuke seems pretty strong, especially with a 40 second cool down at level 3.
