Personally I feel like he lacks a real niche right now, the heavy nerfs to his devour in favor of a stronger base kit leaves him feeling like a generic bruiser-tank without any of the specializing that'd make you consider either one. He's not mobile enough with too little reliable CC compared to the meta tanks, and his damage falls off too hard to be a replacement juggernaut. If you want a tank who can lane bully Shen's just much better and maintains his value well into the mid and late game.
