i feel like at some level there is probably a degree of humility in riot when it comes to Swain
when you give a champion a VGU so terrible that he gets four reworks after the complete overhaul, publicly acknowledge your mistake because you accidentally turned him into a support, with August smugly spending 2 years insisting that he was secretly strong mid and we're just too dumb to realize it, and then you make him actually good mid with the final rework, and the final rework, really, was just giving up and making him as close to the original pre-rework kit as you could manage without another overhaul
and he's still just a lamer version of old Swain, with his current playerbase existing entirely on the fact that he is playable in four lanes and overpowered in two. I'd feel quite silly if I was Riot, and I don't blame them for keeping him this way after working so hard to inject some interest in him
