I have included some additional features raised out by other summoners previously to user Perfect0 such as showing cooldowns in 5% increments for Cosmic Insight and also allowing you to view cooldowns with Ultimate Hunter and customizable number of stacks.

I'm sure many will wonder why since this was already done before as shown in this spreadsheet by u/Perfect0. However this site aims to address the main tedious process which is keeping up with ever changing patches. Since most data is pulled from the Riot's official API, the update process should be easier and faster. However, unfortunately there are still some champ abilities that are not documented in the API, such as Rakan's Q and E. As you can see from OP.GG, Rakan's Q and E cooldowns are not listed in their site because it doesn't even exist in the API in the first place (probably due to the nature of the abilities). Therefore, unfortunately there are still some manual work for the update process, but it should be much faster now. The build process for the site to update from 9.17 to 9.18 actually just took 1m17.908250486s (timestamp displayed from build logs).

As of now, the site still lacks champion passive cooldown since these are not present in the API as well, but I will try to add it in if it's highly requested, including the extra notes for each champion. I am also aware there are some abilities that depends on levels for cooldowns rather than ability ranks (thus being wrong in the site), so while I try to find a way to fix these, I do welcome any other errors with the current data.
