Glacial augment is no fun to play against and I think some sort of counterplay should be introduced

Like buffing swifties for example. As it currently stands little to no people build the item. Even against a team of all slows I feel like most people would still opt to take merc treads over it. Honestly the item has no place in the game in its current state
