How about reworking Teleport into an ability everyone has, like Recall?

So, I've been a League player since early season 4, and I still love this game to pieces. But I've recently started playing Dota 2, and I can't help to notice some things that I really enjoy about that game that I think League could implement. And the most notable one is that every hero has the ability to teleport to any turret in the game, without sacrificing any major resources. You just need to spend 50 gold to buy a TP Scroll: a consumable that costs 75 mana to activate, and will teleport you to a friendly structure. This is also the only way to go teleport back to base, since Dota has no "Recall" ability, but most of the time it's better to walk to your base and teleport back to lane (since it has an 80 second cooldown).

This is very different from League, and trying to copy this in ANY way, shape or form would probably change the balance a lot. But since Teleport seems to be such a problematic spell, and nerfing it proves to be futile,there are only two options that convince me:

  1. Removing Teleport from the game entirely.
  2. Removing Teleport from the summoner spell pool, but reworking it into an ability that all champions possess. And here's an example of what I picture it being:

(NEW!) Teleport

After channeling for 4 seconds, teleports your champion to target turret or minion. Cooldown: 300 seconds.

REMOVED: Can no longer teleport to wards, pets or allied constructs (Sorry, Zac).

I personally don't want Teleport removed from the game, but I think it's too toxic in its current state. And this is an alternative that comes to my mind. I think Teleport is a great ability that can be exploited in all stages of the game, but many people don't take it because it occupies a slot that they could be spending on a different summoner.

Maybe games would drag out too long if everybody had an ability like that? I'm not sure, but I think it's an interesting concept to contemplate.
