Birdie bag not giving me all the Star Guardian skins

Hi so I redeemed a Birdie Bag and only got the first set of Star Guardians and not the second set that features ez,mf,syndra, ahri and raka. According to the official announcement it states
- Birdie Bag: complete set of skin shards for a random skin line
Am i not suppose to get the entire skin line since they share the same name?
Anyone else face this issue as well?
