Screen Covered In Static In-Game

Hey everyone! After downloading the most recent patch 7.24b, whenever I am in-game, the in game stuff keeps flickering with static (minimap, any windows I open such as shopkeeper, abilities, etc). Is anyone else having this problem with this patch? This only happens when I'm in fullscreen mode. I don't have a super nice graphics card or anything, but I've never had a problem before this patch. I tried changing my graphics settings to low (in-game) and turned off the snowdown map skin, but I'm still having the same problem. Not sure if this is a bug or not? Any help would be appreciated!
