Simple way to nerf exhaust for solo laners without nerfing it for supports.

Exhaust right now is too strong for solo laners imo and basically makes all-in champions automatically lose lane.
Just make so it reduces incoming damage by 20% (or even 0) on whoever casts Exhaust and by 40% (or buff it to 50% to compensate) on allies.
