Anyone else feels the 30% CDR on ER is overkill?

Essence Reaver is meant to be built on caster-like ADCs and assassins, yet most other items meant for them also give 10/20% CDR (Youmuu's, Death's Dance, Black Cleaver, Trinity Force), making it more than likely that you end up building more than 40% CDR thus wasting that stat.

This is caused by the item being too cost-effective, IMO it would have been fine with just 10�R another 10% after another crit item (instead of the extra 20%), but I have a feeling Riot did this on purpose to make people try building it instead of its counterpart IE by making it OP.
