(EUW) Disconnected from chat

(EUW) Disconnected from chat - possible fixes?

Hello summoners,

I've been unable to play with or spectate friends today due to my chat being disconnected from the last four hours. I've tried the following fixes after an hour spent browsing this subreddit and other forums:

Changing system time to tomorrow
Syncing my internet time
Checking Pando Media Booster was uninstalled
Disabling IP Helper in Windows services
Changing My TCP/IPV4 address to vary between 4.2.2.1 to 4.2.2.3
Logging in on my girlfriend's account - chat was still disconnected.

Have I missed any alternate solutions? Is anybody else having this issue?

Thanks for your time and any help.

EDIT Changing my VPN settings fixed the issue for me, but has more than doubled my ping to 120 or so.
