Just look at dominion, it has the same look as when it was released, and Twisted Treeline has a competitive scene that seems to be neglected, while both suffer from neglect it seems that these game modes also aren't even being considered for balancing changes. For instance, look at the WW nerfs for SR and to a extent TT, it made WW weaker in Dominion for no reason at all, so why was he nerfed for Dominion? Riot I love this game, but sometimes when I play Dom or TT I feel like I'm playing a sub-par mode to SR that doesn't have much time or care put into it, and that they are only a side attractions to Rift. Twisted Treeline and Dominion are both game modes that promote different champions and different play styles compared to Rift, both of which are fast paced, so why should they follow the same changes that are catered to Summoner's Rift?
