Why are you allowed to duo queue in ranked with people multiple divisions above/below you?

I don't get why this is allowed, especially when right now there's an overwhelming role in the jungle right now. It just doesn't make sense to me, and I don't know if this issue is way too difficult to enforce, but honestly I don't think it's fair for players to just play together in ranked which tries to prove personal skill when the skill difference is greater than like 2 divisions, i.e a bronze 4 player duo queuing with Gold 4 player. Sorry if for the rant but that's my two cents.
