How to fix Dinger?

After his rework, I really like playing dinger, but he's still not viable. He's still so squishy in the beginning and doesn't have a good disengage like a lot of mid-laners. I feel like I have to rush armor, MR, and movement just to be able to disengage while getting my turrets to do the work. How can Dinger be fixed to be a viable mid-laner?
