What should Jungle prio's be?

I'm just trying to get a better grasp, I mainly play top and mid, but my biggest thing I need to work on is how to deny my enemy laner CS. that being said I'm usualyy pretty good at getting an early lead but can't apply enough pressure to stop enemy champs from farming under tower. It get's really frustrating because if I play forward I get ganked super often, but if I'm playing it back/stuck under my tower, even if I have a lead, I NEVER get a gank. In fact regularly all I see is my junglers going to the lanes that are losing, maybe coming out with a kill after our other laners dying then going back to jungle.

I know objectives like dragon should be a big prio for jungle and that makes it difficult enough to help top lane out. It's just so frustrating to go entire games with no jungle presence top even if I'm a bit ahead, having to do rift myself, and ultimately falling behind because if I pressure to much I'm gonna ganked but if I'm no putting on pressure it just stalemates and I can't really do shit.

I may just be being a toxic bronzie and feel free to call me out on it, but should junglers prio losing lanes over the ones that are ahead or not? Like it's a team game but so often I just get junglers who don't think top or mid even exist as lanes to help.
