Question for current or past ward clerks: What is the policy on moving records of children in a split custody situation?

I currently have full legal custody of my son and primary care. About a month ago he decided he wanted to live with the other parent. A judge refused to change custody. Today I found out that the other parent's bishop called mine to move the records. My bishop wouldnt do it without my permission. So what is normally done in this situation?
