Are newer mowers gutless?

I've had a few mowers through the years and never had this issue. After a divorce and moving in with my girlfriend, she had some off brand mower that was struggling. I picked up a 22" fwd Toro. This thing stalls out in moderately tall grass. If the bag is half full, it won't full any more. I thought I had a dud. Talking with a co-worker, he was bitching about the same thing with his mower. I believe he said his was a craftsman. Same issue as my Toro. Are these issues with new mowers because they need to be more fuel efficient? Thankfully I was gifted a 30" Toro that does bog down.
