What to look for when bringing in top soil from an unknown source?

A listing for free topsoil just popped up on Craigslist. I've heard that you need to be discerning when picking up soil/sod/mulch as you can import some exotic or opportunistic plant/seeds or insects that you don't want in your yard (as an extreme example).

The listing did note that there may be small pebbles in the batch. The top soil came from an excavation site (I won't know more until I get there but perhaps someone is putting up a new building or some kind of development).

In general, when bringing in soil from outside source, what should you look for or be aware of when you inspect the soil at pick-up?
