White House sends a letter to the House leadership declaring it will not cooperate in the impeachment inquiry. Claims House has to pass a resolution to open the inquiry—cites no authority requiring a resolution for the inquiry. The case cited to support confrontation rights in impeachment processes became dead law less than a year after it was written and remanded to follow the ruling in Nixon.
