dative of reference/interest vs. genitive

In my first encounter with dative of reference/interest I'm having difficulty understanding when it should be used. Mostly I'm finding it difficult to distinguish from what seems to me a similar genitive meaning. In LLPSI ch. 14, there is for example the sentence

Bracchium quoque dolet Quinto.

Why shouldn't 'Quinto' here be 'Quinti'? With the dative use, is the rough meaning 'The arm hurts to Quintus'? Why would this be a better way to express things than 'The arm of Quintus hurts'?

Im not fluent in latin but this is very similar to spanish, where you dont say "my arm hurts" mi brazo duele but rather "the arm hurts to me" el brazon me duele. its just how the verb works. like sometimes language doesnt make sense. in english we say "my hand hurts" to mean my hand is in pain but also "my hand hurts someone" to mean someone else is in pain because of my hand. it doesnt make sense but we just accept it because thats how it works
