Difference between laser cut and engraver

Hi guy, I'd like to buy a "laser cut" to start studing this world, I'd like to start with something relatively cheap.

The problem is that I'd undestand if that "chinese" DIY engraver that you can find on amazon can be used to cut soft material.

To explain better:

I need a cutter that can cut: 3/5/10 mm eva foam, ~~vynil~~, styrofoam 20mm, is there something with a good quality/price that I could buy?
