Huge fps drops on Asus gaming laptop

Hi, I have massive fps drops in all games, even when GPU and CPU are not fully loaded and fps is capped to 60. There is no thermal throttling on cpu and GPU. Temps are 10-15 degrees below max.

I tried, -update bios and bios -reinstall Windows with all necessary drivers -undervolt GPU (cpu under tilting is not possible on my cpu)

Laptops specs

Rtx 3070 max-q I7 11370h 40gb ddr4 ram 2.5tb m.2 SSD. (2pcs, 500gb and 2tb) External 2k monitor connected (tried on native laptops, 1080p, and on external connected via type-c and HDMI, same result) Asus tuf dash f15
