Is it possible NOT to learn a language?

What I mean is, based on everything I have read and studied about learning a language, it seems 95% of people who decide to learn a language do not do so simple because they quit.

What I am wondering is, if someone keeps consistent, uses the usual methods like Pimsleur, Duolingo, Michel Thomas, Living Language, language partner etc., is it possible or them not to achieve at least a B2 level after a lengthy period of time?

And is there anyone here who has been learning a particular anguage for 2 years and still feels like they have not reached the level they they would after this amount of time?
