Budget option for weedy city yard?

Boston backyard, mostly flat, partial shade and these damn weeds (snakeroot?) that crop up. Soil is grainy, probably some sand, house paint chips etc all part of the mix.
Without a green thumb, what’s my best DIY bet to make this nice? Once I weed should I pay for a full soil overhaul? How much should this cost (15’x20’)? Grass seed has never seemed to stick, I think the soil needs to be amended significantly. I just want the neighbors to look approvingly at my long derelict yard!!!
