Options for controlling weeds

My wife wants all these rocks cleared off, cardboard and fabric laid down, and the rock put back. To control weeds in this problem area. Is this the best course of action or is there something else that can be done that is less uhhh… labor intensive?

Your first mistake was putting down fabric weeds and such only need an eighth of an inch of soil to germinate so any amount of dirt or debris it will just grow on top of the fabric. I seen somebody said Preen that is a good suggestion
