Landscaper used river gravel instead of river rock

I have dogs and they just kept kicking the mulch into the yard. After a few weeks my mulch just looked horrid and the mulch wasn’t being kind to my yard.

My landscaper is redesigning the whole front and back yard. We had originally discussed using river rock on the side here but we noticed he used river gravel instead.

Maybe I need to get used to the look? My initial impression isn’t very great. I’m assuming he went with gravel because of cost?

Would rocker rock have looked better here instead? Was gravel the right choice?

Does this look good to anyone?
