In-ground patio: need guidance

I could use some help. I’m building an in-ground fire pit area and I believe I’ve done a decent job until this point regarding sub layer, sand, tamping, leveling etc.

But, I’m unsure what I need to do as I add a second later to the cinder blocks. I want to make sure these don’t shift over time and I’m unsure if I need to use cement or if landscape glue / rebar would be enough. Any guidance would be appreciated!
