Neighbor's (right) sewer backup drains into my crawlspace when they do laundry (with lint). What can I do?

I've been wondering where this dryer lint was coming from for years and now the mystery is solved. I'm getting a vapor barrier and sump pump installed I'm 2 weeks and I can't have water coming in on top of the vapor barrier.

Wish I would’ve known this when we purchased our first home. Young and stupid. Filed two water damage claims in the first year (both faulty plumbing in inaccessible areas that required extensive repairs) insurance dropped us after the second claim and finding home owners insurance after that was fuuuuuucking hard. Had to go with some shitty third party small company with ridiculous rates for a few years with no new claims until we could eventually get back with a better company.
