River rocks in concrete joints

Hello all, just had our pool and deck remodeled. I want to place river rock or beach pebble in 4” concrete joints. The base of the joints is just dirt. Should I lay anything in the joints before dropping in the pebble such as sand or anything else, or is the pebble directly over the dirt okay? I will sprinkle some Preen weed preventer either way. Thanks for any guidance!
