I live in SE Pennsylvania and this is the third summer I have had lilacs in my yard. They all did great the first two summers in the ground, but this year 5 of them either never had their leaves grow in entirely (empty but not dead branches, or leaves only grew half sized) or many of the leaves died that did grow. Two others growing about 20 feet away are completely fine.
