Can this be fixed without spending thousands?

I have neglected my front yard for years and now need to fix it. There's lots of weeds and as you can see, very uneven.
Thought was just to go over the whole yard with a tiller then hrow out all the loose weeds and grass. Hoping that will help in leveling it a bit.
Any suggestions are greatly appreciated.
