Emerald Green Arbrovitea

The bottoms of my emerald green arborvitaes are looking rather dropping and not sure why. Planted about 3 weeks ago and have been watering twice a week with a good soak. They face west with relatively good sunlight (have a few about 8' in front that I plan on removing once I get closer to completing the landscaping. The third picture is the space they were planted in.

They were planted about 3' away from the house and have a spread of 3-4'.

Does anyone happen to know why?
