Need help understanding flow cytometry graphic

I need help understanding this flow cytometry chart. In don't clearly get what "% of max" means, and why ~96 % lines are horizontal. It's supposed to represent that 95% of cells presented PAX6, and SOX1. Red is control and green is the molecule.
