If something is "proposed" as possible in a patent (but never actually shown in reality) can work on that proposed possibility be published?

If not that seems absurd.

In my example there is a compound that has been patented as "being used for treating parasitic diseases". He lists like 40 parasitic diseases but no one has ever published work on most of them for the over 10 years since the patent filing.

If I show the treatment works on a particular parasite, which hasn't been shown previously, can that work be published or does the patent prevent it?
