How come new cells are slow to start up?

We recently bought a new stock from the supplier, and they informed us that it takes about a week or so before they will grow at the normal rate. During this "recovery period" some cells won't adhere to the plate as well.

Is this a common occurrence? We used this line of cells before, and when starting up from secondary stocks they never have to go through this recovery period. What is done differently to the primary stock on the supplier's side, if not just storage in LN2 like it's done in the lab?
