Idea for a Kult that wants to steal Anthrax?

Hello!
I just recently convinced friends to try out Kult, that I have played the last time about 10 years back. After I started researching I found out about the kickstarter for a new Edition and I am soooo psyched!
My story involves two characters working on a government biowarfare program, and witnessing someone stealing a sample of Anthrax. I am a bit ina dead end here. What could be the goal for such a Kult? How could the Anthrax be connected to Metropolis?
Eventually, the story arch should involve a plot by Binah in DC to install Trump as a President to destabilize the USA. Story finale will probably be an unintended time travel to 2017 (from 1996) to the inauguration to kill Trump, who is in reality an Agent of Binah.
