Do people use time assist tools to make their dungeons or something?

I have encountered multiple dungeons that essentially require pixel perfect timing to be possible in multiple spots, and I just can't see how people could clear them twice in a row without cheating.

I saw some random post on a forum mention that some people are using programs to run KoT on their PC, and then use time assist tools to accomplish making these dungeons.

So is that true? Is a near-impossible dungeon still considered an unbeatable dungeon for reporting purposes?
