Cables, how do they work?

I've never done cables and all the youtube video's I've found just aren't clear enough to me.

I know to use a cable needle.

I think C4B means putting the first two stitches on the cable needle and moving the to the back and working the next to before going back to those on the cable needle.

My biggest question though is, am i supposed to work the now rearranged stitches, or am I just slipping them for now and will work the on the next row?
