Using files for knives

Hello, I am fairly new to knife making. I have bought a wen 1x30, a good angle grinder and a rotary tool. I have read allot about making knives from files and found mostly rasp files are probably the best for this. Can I cold grind these, quenching them every couple grinds, or do I need to anneal them and do the heat treating process? I don't access to a forge yet. Thank you
