Suggestion for storageless going forward

I had a thought, if there's no storage facilities for coal/titanium/etc, that means they are all in a big pile outside. Can you really trust the Zebras not to steal some of your stuff? The Lizards are cool, they wouldn't take your adorable stuff. Anyway from a technical perspective it's hard to "fix" storageless without nerfing chronosphere carry-over hard, but what if there was some demurrage, where you lose x% per year to other races stealing your unsecured stuff?
