Iron Storage Chokepoint?

I'm on year 88 and I've either hit a chokepoint or I'm doing something wrong.

I don't have any coal yet so I need to build a Coal Furnace. Unfortunately I need to have 2000 iron and I only have storage for 1080. Currently it costs 2500 wood for the next Barn upgrade so I'll need 20 more upgrades before I can get any coal. Is this normal or have I missed something obvious?

I also tried trade but unfortunately the last several times I've tried looking for a trading partner, none could be found (I already have 3 trading partners, none of whom are willing to trade for coal).
