How do I use poisoned weapons properly?

So, I decided to use Lullaby on my sword and mace, because the thought of enemies dropping fast asleep in the middle of a battle is hilarious.
Only, it doesn't seem to be affecting anyone at all. Does it need to touch their skin, or what?
